Meet Our Staff
Joan Hall, RN – President
A third generation native Nevadan, Joan Hall is true to her rural roots. A graduate of Orvis School of Nursing at the University of Nevada, Joan began her rural nursing career in Yerington. She worked as a charge nurse in Yerington and did per-diem work in Gardnerville, Battle Mountain and Hawthorne for 10 years where she enjoyed the vast variety of experiences that rural nursing provided. Her commitment to quality health care led her into graduate studies in geriatrics and health care administration and from the clinical setting into administration. She served as the Assistant Administrator at South Lyon Medical Center and then for 17 years was that facility’s Administrator.
Joan has served on numerous boards and committees including the Nevada Governor’s Committee for the Development of a Strategic Plan for Rural Healthcare, Western Nevada Community College Yerington Advisory Board, and High Sierra Area Health Education Board of Directors. She has also served as the Board Chairman of Nevada Rural Hospital Partners (NRHP), Nevada Hospital Association (NHA), and Liability Cooperative of Nevada (LiCON). LiCON is a self-funded risk retention pool that provides professional liability insurance to NRHP member hospitals and the physicians they employ.
Joan was honored by the March of Dimes in 1991 as Nevada’s Rural Nurse of the Year and in 2007 as the Northern Nevada Administrative Healthcare Hero.
In January of 2011 Ms. Hall became the President of NRHP and LiCON. NRHP is a horizontal network of 12 of Nevada’s rural and frontier hospitals and provides a wide range of financial, information technology, contracting, grant administration, and consulting services intended to support the viability of its members.
Holly Hansen, MBA – Chief Operating Officer
Holly joined NRHP in December 2008. Her transition to the healthcare field and to NRHP is the culmination of several years of work and planning to find a role that truly “makes a difference” in the community. Her professional experience includes a range of operations management and project management positions for multinational firms in the high tech industry, and most recently work in academia. She earned a Master of Business Administration degree from the University of Nevada, Reno and is a licensed insurance agent in property, casualty, health and life.
Holly’s current responsibilities include the development and support of new and existing programs and services intended to support the viability of NRHP’s 13 member hospitals, including the Mobile MRI Program, the Group Purchasing Program, and group health insurance services. Holly co-manages the NRHP Behavioral Health Integration Program, and previously served as the Network Director for the HRSA RHITND Program (2011-2015). She is also responsible for contract management and negotiations.
Todd Radtke – Regional Chief Information Officer
Todd joined NRHP in May 2003 after providing contract services to our members for a year and a half. He has over 28 years of progressively responsible experience in the field of information technology management, with a particular emphasis on network development. Todd has worked for Northrop Electronics, Arcada Associates (for Nellis Air Force Base), and Mazda Motors of America, all involving the design, implementation and support of information technology solutions.
Todd is responsible for a variety of complex technical, administrative and supervisory duties to help NRHP and our members develop, install, and maintain information technology systems. He is responsible for the development and on-going support of the NRHP wide-area network (WAN). Todd has been instrumental in assisting NRHP in the development of applications for the network. He is also the network liaison with NRHP’s technology partners, including the University of Nevada School of Medicine and the Nevada Office of Rural Health. Todd served as the lead staff member on the HRSA Legacy Systems Integration project, the PACS (Picture Archive Communication System) program, and was the lead staff on the 2008 HRSA / CMP grant, which will be used to expand and upgrade the DISRN program started in 2004. Todd has been the technology leader responsible for assisting 9 NRHP members implement Electronic Health Records and meeting meaningful use certification as required by the 2009 HITECH act. He also co-manages the NRHP Behavioral Health Integration Program.
Ann Murdoch – Financial Program Director
Ann joined the staff of NRHP as Bookkeeper/Secretary in April 1993 and stayed through October 2013 with the exception of a few leaves of absence. After a short stay in Canada with her family, she returned to Reno and became Granny in June 2014. Before returning to NRHP in October 2018, she worked part-time for Join Together Northern Nevada for three and a half years. Ann has completed a non-profit management certificate program. She manages all financial recordkeeping for NRHP’s diverse funds, grants, and programs.
Becky Bayley, MBA – Director, Strategic Initiatives
Becky is a native of rural Nevada, having grown up in Gerlach. She obtained her bachelor and master degrees in Business Administration at the University of Nevada, Reno. Becky worked for the Nevada Small Business Development Center during her college years and Nevada Health Centers, Inc. before coming to work for NRHP in August 2006.
Becky manages the day-to-day operations of the Liability Cooperative of Nevada (LiCON), an interlocal cooperative public agency formed for the purpose of self-insuring professional and related lines of liability for eligible hospitals and the physicians they employ. Eight NRHP members and approximately 100 rural physicians participate in this program. She is a licensed insurance agent in health, life, property and casualty. Becky also manages various NRHP work groups, such as the Risk Manager Work Group, Infection Control Work Group and Human Resources Work Group, and facilitates a number of performance improvement initiatives.
Susan Fryer – Administrative Assistant
Susan joined NRHP in July of 2004. Susan brings a wealth of organizational and people skills to the job, and is the key contact person at NRHP, handling the phones, and supporting six other NRHP staff. Susan is responsible for keeping the master calendar, making meeting planning arrangements, updating the Membership Directory, and populating the various surveys needed to provide a database that serves our members and their goals.
Blayne Osborn – Research Analyst
Blayne joined NRHP in July of 2015. Coming over from the Nevada Legislature, where he most recently served as Committee Manager for the Senate Health and Human Services Committee, Blayne brings a wealth of knowledge regarding state politics, statutes, and regulations. A native Nevadan, Blayne graduated in 2012 from the University of Nevada, Reno with his Bachelor of Science Degree in Business Management. Blayne has now completed four sessions and three special sessions at the Nevada Legislature and has also worked for the Nevada Department of Health and Human Services.
Blayne is working for NRHP as a Research Analyst. In addition to monitoring the various interim committees of the legislature, Blayne researches any and all proposed regulations by the many professional boards in Nevada. As well as assisting in the day-to-day operations at NRHP, Blayne is also involved in the implementation of several of our various grant projects.
