Joan Hall, RN – President, a third generation native Nevadan, Joan Hall is true to her rural roots. A graduate of Orvis School of Nursing at the University of Nevada, Joan began her rural nursing career in Yerington. She worked as a charge nurse in Yerington and did per-diem work in Gardnerville, Battle Mountain and Hawthorne for 10 years where she enjoyed the vast variety of experiences that rural nursing provided. Her commitment to quality health care led her into graduate studies in geriatrics and health care administration and from the clinical setting into administration. She served as the Assistant Administrator at South Lyon Medical Center and then for 17 years was that facility’s Administrator.
Joan has served on numerous boards and committees including the Nevada Governor’s Committee for the Development of a Strategic Plan for Rural Healthcare, Western Nevada Community College Yerington Advisory Board, and High Sierra Area Health Education Board of Directors. She has also served as the Board Chairman of Nevada Rural Hospital Partners (NRHP), Nevada Hospital Association (NHA), and Liability Cooperative of Nevada (LiCON). LiCON is a self-funded risk retention pool that provides professional liability insurance to NRHP member hospitals and the physicians they employ.
Joan was honored by the March of Dimes in 1991 as Nevada’s Rural Nurse of the Year and in 2007 as the Northern Nevada Administrative Healthcare Hero.
In January of 2011 Ms. Hall became the President of NRHP and LiCON. NRHP is a horizontal network of 14 of Nevada’s rural and frontier hospitals and provides a wide range of financial, information technology, contracting, grant administration, and consulting services intended to support the viability of its members.
Holly Hansen, MBA – Chief Operating Officer, Holly joined NRHP in December 2008. Her transition to the healthcare field and to NRHP is the culmination of several years of work and planning to find a role that truly “makes a difference” in the community. Her professional experience includes a range of operations management and project management positions for multinational firms in the high tech industry, and most recently work in academia. She earned a Master of Business Administration degree from the University of Nevada, Reno and is a licensed insurance agent in property, casualty, health and life.
Holly’s current responsibilities include the development and support of new and existing programs and services intended to support the viability of NRHP’s 14 member hospitals, including group purchasing, and the Liability Cooperative of Nevada, a self-insured risk pool. Holly is the senior program manager for the Revenue Cycle Improvement Program.
Steve Boline, CPA – Regional CFO, has served as the Regional CFO since August 2003 with Nevada Rural Hospital Partners and the Nevada FLEX Program. In his current capacity, Steve is responsible for providing technical and financial management assistance to NRHP’s 14 members, including 13 Critical Access Hospital (CAH), and CAH eligible, facilities. Steve previously served as NRHP’s Regional CFO from 1996 through 1998. Prior to that, Steve was the auditor for both NRHP and some of its member hospitals as a CPA with the Reno firm of Cupit, Milligan, Ogden, and Company.
In between his years with NRHP, Steve worked in a variety of capacities at various Northern Nevada hospitals. Steve has served as the Director of Finance at Carson-Tahoe Hospital, the Director of Finance for Continuum Services at Washoe Health System, and the Director of Patient Financial Services at Saint Mary’s Regional Medical Center. Through this, Steve has gained experience and knowledge in all aspects of healthcare financial management, including extensive experience with the revenue cycle. Additionally, he has experience in both acute and sub acute care, including acute rehabilitation, long term care, and home health.
Steve graduated from the University of Arizona, with a degree in accounting, and is a Certified Public Accountant in the State of Nevada. Steve is also a member of the Healthcare Financial Management Association (HFMA) and a former officer and board member of the Nevada Chapter.
Todd Radtke – Regional Chief Information Officer, joined NRHP in May 2003 after providing contract services to our members for a year and a half. He has over 25 years of progressively responsible experience in the field of information technology management, with a particular emphasis on network development. Todd has worked for Northrop Electronics, Arcada Associates (for Nellis Air Force Base), and Mazda Motors of America, all involving the design, implementation and support of information technology solutions.
Todd is responsible for a variety of complex technical, administrative and supervisory duties to help NRHP and our members develop, install, and maintain information technology systems. He is responsible for the development and on-going support of the NRHP wide-area network (WAN). Todd has been instrumental in assisting NRHP in the development of applications for the network. He is also the network liaison with NRHP’s technology partners, including the University of Nevada School of Medicine, the Nevada Office of Rural Health, and the Northeast Nevada Area Health Education Center. Todd served as the lead staff member on the HRSA Legacy Systems Integration project, the PACS (Picture Archive Communication System) program, and the ongoing digital medical records program. Todd will again serve as the lead staff on the 2008 HRSA / CMP grant, which will be used to expand and upgrade the DISRN program started in 2004.
Ann Murdoch – Financial Program Director, joined the staff of NRHP as Bookkeeper/Secretary in April of 1993 and stayed through the end of 1996. After spending a year in Costa Rica, Ann returned to NRHP in 1998 as the Financial Program Director and celebrated her twelve year anniversary in March of this year!
Ann has completed a non-profit management certificate program, and holds insurance licenses in both health/life and property/casualty. With this enhanced knowledge, Ann now manages all financial record keeping for NRHP’s diverse funds and programs. Ann organizes the annual NRHP Foundation golf tournament, acts as agent for PACT and serves on the POOL/PACT HR Oversight Committee. Ann also administers the TEAM of Nevada program, a self-insured pool for medical and communication equipment.
Becky Bayley, MBA – Program Manager, joined NRHP in August 2006 as a Program Assistant. She assists with the day-to-day operations of the Liability Cooperative of Nevada (LiCON), an interlocal cooperative public agency formed for the purpose of self-insuring professional and related lines of liability for eligible hospitals and the physicians they employ. Nine NRHP members and approximately 80 rural physicians participate in this program. Becky also manages the NRHP Shared Credentialing Program. Since joining NRHP Becky has become a licensed insurance agent in health, life, property and casualty.
Becky is a native of rural Nevada, having grown up in Gerlach. She obtained her Bachelor and Master degrees in Business Administration at the University of Nevada, Reno. Becky worked for the Nevada Small Business Development Center during her college years and Nevada Health Centers, Inc. before coming to work for NRHP.
Susan Fryer – Administrative Assistant, joined NRHP in July of 2004. Susan brings a wealth of organizational and people skills to the job, and is the key contact person at NRHP, handling the phones, and supporting six other NRHP staff. Susan is responsible for keeping the master calendar, making meeting planning arrangements, updating the Membership Directory, and populating the various surveys needed to provide a database that serves our members and their goals.
