Programs, Services, and Initiatives

NRHP was established in 1987 by Nevada’s small hospitals to focus on solutions to the issues and challenges facing rural facilities.

Over the years, NRHP has grown into a stable and mature horizontal network with a voice that speaks for rural hospitals. Owned by its member hospitals, NRHP offers a variety of programs, services, and initiatives designed to ensure the viability of the facilities we work with by advocating at the legislative and regulatory levels, reducing cost, generating savings, enhancing quality, sharing resources, and expanding the use of technology.

Advocacy

The NRHP Foundation works with the Nevada State Legislature to help ensure a supportive operating environment for small and rural hospitals in our state. In addition, NRHP also works with a variety of State agencies and boards on regulatory issues in order to support members needs.

Foundation

The NRHP Foundation (NRHPF) is a nonprofit corporation organized exclusively for charitable and educational purposes in order to accomplish specific objectives relating to rural hospitals and medical facilities.

Technology

NRHP members maximize productivity, economic efficiency, the quality of care, and patient safety through the application of appropriate technology to the process of clinical care and hospital management. NRHP’s Regional Chief Information Officer (CIO) has provided IT assistance, shared applications, and network services to members since 2003.

Group Purchasing

In 2007, NRHP established a group purchasing program for member hospitals.  Through an affiliation with Health Future (a hospital-based healthcare network in Oregon), opportunities to aggregate our members’ spend to obtain discounts on a wide variety of products and services is greatly enhanced. Members participating in NRHP’s group purchasing program have access to local, regional and national contracts with enhanced contract terms typically available only to large hospital systems. Members meet monthly to explore and evaluate purchasing opportunities and to collaboratively resolve vendor issues.

Liability Cooperative of Nevada

LiCON is an interlocal cooperative public agency formed in 1989 for the purpose of self-insuring professional and related lines of liability for eligible hospitals. For over 30 years, LiCON has strived to provide members with their own long-term source of insurance while maintaining control over rising liability costs.

Technical Equipment Asset Management

Technical Equipment Asset Management (TEAM) is a risk-financing program of the Liability Cooperative of Nevada (LiCON) dedicated solely to the economical repair and maintenance of medical equipment.

Alliant Property Insurance Program

LiCON’s property program is a group purchase using Alliant Insurance Services’ existing hospital property program (APIP) in order to maximize purchasing power. Non-LiCON members may also purchase the APIP property insurance directly through Alliant.

Mobile MRI

Since 2011, Nevada Rural Hospital Partners (NRHP) has been integral to bringing high quality, cost effective MRI service to rural communities across the state. In 2020, NRHP was awarded a grant by The William N. Pennington Foundation to purchase a state-of-the-art mobile MRI system that services four member hospitals:

Workers’ Compensation

NRHP facilitates relationships between members and the Public Agency Compensation Trust (PACT), a self-funded workers compensation insurance pool available to public entities. In addition, NRHP also serves as the broker for workers compensation coverage through Pro Group Management and other carriers for multiple member hospitals.

Loan Pools

NRHP manages two revolving loan pools–one for NRHP member hospitals and one open to qualifying rural providers–with the goal of improving access to quality healthcare services in rural and frontier Nevada.

NRHP’s Revenue Cycle Improvement Program was specifically developed to enable small and rural hospitals to achieve optimal financial performance in an increasingly challenging financial and regulatory environment.

Behavioral Health

The primary focus of NRHP’s behavioral health initiative is to integrate behavioral health services into primary care settings by working together at a network level in order to address barriers, achieve efficiencies, and ultimately improve the quality of rural health care services.

Community Paramedicine

With federal funding from the Health Resources and Services Administration (HRSA), a subset of four Critical Access Hospitals in the NRHP membership have come together to deliver community paramedicine services to rural patients in need of treatment for chronic conditions.

NRHP facilitates a Performance Improvement (PI) Network focused on advancing the financial and operational health of Nevada’s Critical Access Hospitals. As the subcontractor on the Medicare Rural Hospital Flexibility (Flex) Program and Nevada SHIP Program grants, NRHP works closely with Nevada State Office of Rural Health to assist members with performance improvement initiatives.

Peer Work Groups

In keeping with our belief that member hospitals are stronger standing together than individually, NRHP facilitates several peer work groups which bring together hospital staff for in-person meetings with expert consultants, inspiring speakers, important stakeholders, and most importantly–each other.

Reference Lab

Through a group contract with Quest Diagnostics, NRHP member hospitals have access to discounted rates for reference lab services. On a quarterly basis, NRHP facilitates a network-level membership meeting with hospital members and Quest Diagnostics to review pricing, collaboratively address service issues, and to develop best practices.
